Road Map Validation workshop and Capacity building sessions

  1. BACKGROUND AND RATIONALE

Libya earlier benefited in 2018 during the first phase of preparation from GCF support to prepare for climate finance. The Libya Readiness Project phase 1 aimed at strengthening the capacities of the National Designated Authority (NDA) to fulfil its roles and responsibilities in connection to the GCF and coordinate with different stakeholders. This resulted in the creation of the GCF NDA, which is the main beneficiary of this project, the establishment of a non-objection mechanism, the development of a communication strategy and a gender study, as well as help fill some in capacity gaps and to promote the effective participation of relevant stakeholders (public and private sector). 

The READINESS Libya II project implemented by OSS and financed by GCF, aims mainly at enhancing the capacities of the NDA members and relevant institutions as well as supporting them to identify climate priorities and develop a budgeted strategic roadmap that guides the access to climate finance and particularly their activities with the GCF. 

More particularly, the specific objectives include the support to NDA for the preparation of: 

  • A strategic priority projects to be submitted to the GCF, through a transparent, inclusive and consultative process;
  • A country Program with strategic climate projects and ideas that outline immediate, medium and long-term priorities in line with national climate change policies and plans;
  • A Framework and mechanisms to monitor and evaluate GCF’s projects;
  • Communication tools to increase the engagement of stakeholders
  • Two concepts note for public sector project to be submitted for GCF. 

To start the project activities[AB1] , a first mission that includes experts from OSS and the consulting firm ALCOR was carried out to Tripoli from January 25th to 27th 2026 to meet key stakeholders and collect information required for the project, through the organization of collective workshop as well as B2B meetings with key stakeholders[AB2] .

The analysis of the stakeholder’s feedbacks as well as the collected data and documents allowed the preparation of a draft budgeted strategic roadmap, as part of the first deliverable. 

A workshop is scheduled to take place with the aim of presenting the deliverables and further elaborating on the proposed activities and the roadmap planning. The workshop will bring together key stakeholders involved in climate change issues in Libya. 

This event will include also capacity building sessions targeting mainly to the NDA members, on subjects related to climate finance and particularly GCF funding requirement and process.

  1. OBJECTIVES AND EXPECTED RESULTS OF THE WORKSHOP

The workshop, that will be organized on April 5th, aims mainly to discuss and enrich the first deliverable of the mission and particularly the proposed strategic budgeted climate roadmap.

The 2 days capacity building on April 6th and 7th will target the GCF NDA members on aspects related to the financing of the climate projects in Libya and particularly the GCF requirements and the role of NDA.
